Possible actions:

a. Approve delegation of authority to the Social Services Agency Director, or designee, to
execute and accept retroactively, a grant award from the Federal Department of Health
and Human Services, Substance Abuse and Mental Health Services Administration

(SAMHSA)relating to expanding the Santa Clara County Dependency Drug Treatment
Court by implementing a Headstart Program in an amount not to exceed $395,036 for
the period of September 30, 2002 through September 29, 2003, renewal options for two

(2) additional one—year terms. Delegation of authority shall expire on January 15, 2003.
b. Approve the delegation of authority to the Director of Social Services Agency, or
designee, to negotiate, execute and amend the scope of services, the term, new or
revised contracting requirements, maximum financial obligation and budget, based on
the following conditions: availability of funding and satisfactory contractor performance
with the Federal Department of Health and Human Services for the receipt of a grant
award for the expansion of the Santa Clara County Dependency Drug Treatment Court
and implementation of a Headstart Program based on the condition of continued
funding, subject to review and approval by County Counsel as to form and legality.
Delegation of authority shall expire on September 29, 2005.

Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA).

REASONS FOR RECOMMENDATION

The Federal Department of Health and Human Services, Substance Abuse and Mental Health Services Administration
their
(SAMHSA)issued an invitation for grant proposals in May 2002 to community drug treatment courts to expand
The
Santa
drug court services provided to parents charged with substance abuse and neglect and abuse of their children. of the
Clara County Social Services Agency(SSA)submitted a grant proposal in June 2002 and received notification
grant award on October 23, 2002. The Notice of Grant Award states the grant period as September 30,2002 through
September 29, 2005.
In an

effort to expedite the receipt of these grant funds, SSA is requesting that the delegation be retroactive in order to

maintain consistency with the grant funding notification.

The delay in submitting this transmittal is due to the late grant funding notification. Board approval of the delegation is
required to approve the retroactive project date and the receipt of these grant funds.
BACKGROUND

The purpose of this grant project is to expand the Santa Clara County Dependency Drug Treatment Court by adding the
Headstart Program and by providing intensive services to mothers and their children.

The SAMHSA grant would greatly benefit our drag court participants. It would improve services to mothers in recovery
and their children.

CONSEQUENCES OF NEGATIVE ACTION

Failure to approve the recommended action will prevent the Santa Clara County Dependency Drug Treatment Court
from expanding services to our drug court clients.
STEPS FOLLOWING APPROVAL

SSA will include this grant in their annual report to the Children's, Seniors and Families Commission.
