In January 2000, the Board of Supervisors approved a $240,000 contract for planning and programming services for a new Valley Specialty Center (VSC) that would consolidate specialty care from the Outpatient Department building and other scattered locations. The project replaced the existing Outpatient Department (OPD) building with an expanded and operationally efficient space in a state-of-the-art facility.
