The meeting was held in the Santa Clara County Department of Education Building to
explore the possibility of developing a regional approach to implementing the concept
of “Safe Community” in Santa Clara County.
Dr. Cindrich and Jack Champlin explained the regional approach to safe communities
and how this approach would be more effective than the single city approach in reducing
traffic related injuries and fatalities in various traffic modes.
Dr. Cindrich stated at the outset that his office does not generate federal funding, and
any DOT 402 funds would require grant submission and approval by the California Office
Traffic Safety. Dr. Cindrich stated that NHTSA Administrator Dr. Ricardo Martinez
strongly supports Safe Communities as well as California Office Traffic Safety Director
Arthur Anderson.
Mr. Beall, also serves as a member of the Bay Area Metropolitan Transportation
Commission and stated that these could be additional funds available for these efforts.
In summary, 1)
Santa Clara expressed a strong interest to pursue the safe

community concept.
Dr. Cindrich will brief California Office Traffic Safety of the meeting
and Santa Clara's decision to pursue a grant proposal. (Done

Dr. Cindrich ensured that his office would provide technical
assistance upon request.
NHTSA Region 9 staff would meet to outline some possible
proposal objectives, activities and best practices which would assist
Santa Clara County in preparing a proposal.
