Approve Request for Appropriation Modification No. 050 $50,000 increasing revenue and
expenditures relating to the SSB Outreach Campaign in the Social Services Agency budget.

FISCAL IMPLICATIONS
There is no fiscal impact to the County General Fund. The FIRSTS grant will provide $50,000
of new revenue in FY 2007. A total of 20% or $10,000 is required in matching funds. The
Packard Foundation has provided $5,000, the City of San Jose videographer is donating 20
hours to the creation of the video and editing valued at $2,500, and the Valley Transportation
Agency is donating interior bus signage space on 125 buses for 8 weeks valued at $2,500 for a
total of $10,000.
CONTRACT HISTORY

REASONS FOR RECOMMENDATION
The Social Services Agency is requesting approval of a budget modification in accordance
with Board of Supervisors policy for recognizing new revenue. Upon approval of the budget
modification, the Social Services Agency will be able to expend funds from the FIRST5 grant
related to the Safely Surrender Baby Program in Santa Clara County.
BACKGROUND
On October 7, 2005, SB 116 was signed by the Governor and filed with the Secretary of State,
eliminating the sunset date for the Safe Surrendered Baby law. On March 14, 2006, the Social
Services Agency provided the Board of Supervisors with a report on Santa Clara County's
efforts to educate the public regarding the safely surrendered baby alternative to child
abandonment, per the request of the Children, Seniors and Families Committee(CSFC) on
February 15, 2006. In the report, the Social Services Agency stated that the Agency was
engaging on a fundraising campaign to support outreach efforts.
As part of the fundraising campaign, the Social Services Agency applied for and received a
$50,000 grant from FIRST5 to pay for trainers to present the Safely Surrender Baby video and
curriculum, video editing, purchase adds in a variety of newspapers and exterior bus signage.
The Social Services Agency followed Board policy regarding applying for and receiving
grants under $250,000 and obtained approved from the Office of Budget and Analysis.

The Social Services Agency is continuing to work with the City of San Jose and the Valley
Transportation Agency to provide outreach to the community regarding the safely surrender
baby alternative.
CONSEQUENCES OF NEGATIVE ACTION
Negative action will result in the Social Services Agency inability to recognize revenue and
expend funds from the FIRSTS grant to implement a media campaign in support of the Safe
Surrendered Baby law.
STEPS FOLLOWING APPROVAL
The Clerk of the Board will follow the usual steps for this type of transmittal.
