Title: Report of FIRST 5 Santa Clara County Community Investments by Supervisorial
Districts.
Recommended Action: Accept the Report of FIRST 5 Santa Clara County Community
Investments by Supervisorial Districts.
Summary of Request: The Report of Community Investments by Supervisorial Districts is an
analysis of FIRST 5's budgeted expenditures for fiscal year 2005-2006 as they are allocated
across each of the five Santa Clara Board of Supervisor's districts.
Background: On June 1, 2005 Jolene Smith made an annual report to the Children, Seniors and
Families Committee of the Board of Supervisors. Following the report by the Executive
Director, Supervisor James Beall, co-chair of the Committee requested an analysis of FIRST 5's
budgeted expenditures for each Board member's district.
These expenditures were divided into ~upervisor's districts based on one of three methods as
indicated in the "Source" column of the report:
• Equally distributed among all districts;
• Distributed based upon the actual child population for each district; and,
Distributed based upon actual caseload data.
The number of children age 0-5 for each district is based upon year 2000 census data. These
numbers were then aggregated by zip code along with other data elements that were mapped
during the FIRST 5 High Risk Design and Preschool for All research. Zip codes were then
matched to districts based upon a map created by the Santa Clara County Registrar of Voters
using GIS data files. A total of 2,950 children were not attributed to specific zip codes in the
census data. This number of children was proportionally allocated across each of the
Supervisors' districts.
