The recommended action will recognize increased revenues in the amount of $185,400 in Budget Unit 168, Cost Center
1132 to offset costs associated with the development of the 10 Year Plan to End Chronic Homelessness(10-Year Plan).
Anticipated expenses include $167,900 for the contract for the Homeless Census and Survey, of which $158,309 will be
reimbursed by the fifteen cities in Santa Clara County, who have agreed to share the Census costs. The County's share of
the cost, $9,591, will be met through a fund transfer from the Housing Bond Fund (Cost Center 1169, Fund 0208).
Finally, an anticipated $17,500 in ancillary costs associated with development of the 10-Year Plan will be offset by
donations. There will be no impact on the General Fund.
CONTRACT HISTORY

None.

REASONS FOR RECOMMENDATION

On November 5, 2004, the Board authorized the Office of Affordable Housing(OAH)to negotiate a contract with
Applied Survey Research(ASR)for services relating to a comprehensive Homeless Census and Survey. It was

anticipated that the contract cost of $167,900 would be jointly funded by the County and participating cities. OAH is
pleased to report that all fifteen cities have agreed to participate in funding the Census at the levels shown on the
attached cost sharing table.

In addition, an estimated $17,500 of ancillary costs associated with development of the 10-Year Plan have been
identified. These include report design and printing costs and expenses relating to the meetings of the Task Force,

including refreshments and study materials. OAH staff is working to identify community donations to cover these costs.
This appropriation modification recognizes the revenues to be received from the fifteen cities, in the amount of
$158,309, projected revenues from donations of $17,500, and transfer of funding from the Housing Bond Fund, and
provides additional expenditure authority to allow OAH to pay for the above costs.
BACKGROUND

On October 5, 2004, the Board of Supervisors approved preparation of a Santa Clara County 10-Year Plan to End
Chronic Homelessness. An essential component of the Plan is a valid countywide homeless census, which is of
particular importance in competing for federal homelessness funds. The Homeless Census and Survey will begin on
December 14. The first meeting of the Task Force is Scheduled for December 15.
CONSEQUENCES OF NEGATIVE ACTION

Execution of the ASR contract, and completion of the Homeless Census and Survey will not be possible without
recognition of the joint funding revenues and the granting of additional expenditure authority.
