RECOMMENDED ACTION
Approve Request for Appropriation Modification No. 091 - $44,338 increasing revenue and expenditures in the
Department of Alcohol and Drug Services budget relating to providing services to clients involved in the Dependency

FISCAL IMPLICATIONS
There is no impact to the General Fund as a result of this action. The Department of Alcohol and Drug Services(DADS)
received a grant award from the U.S. Department of Justice Office of Justice Programs(OJP)totaling $200,000 for
period September 1, 2004 through August 31, 2006.
The original spending plan allocated $100,000 for Project Year 1 and $100,000 for Project Year 2. While $100,000 was
budgeted in FY05, due to a delay in start-up of program services, only $9,947 was actually spent, leaving $90,053
unexpended. Of this unexpended balance, $24,990 was rolled over into FY06. The remaining unexpended balance of
$65,063 will be divided, with $44,338 recognized in this transmittal to purchase additional enhanced services in the
current fiscal year and $20,725 to be allocated in FY07 for services in July and August of 2006.
CONTRACT HISTORY
On December 7, 2004, the Board of Supervisors accepted the spending plan for the OJP grant and delegated authority to
the Director of DADS to execute and amend agreements relating to providing services to clients involved in the
Dependency Drug Treatment Court.
REASONS FOR RECOMMENDATION
Unexpended funds from Project Year 1 in the amount of $44,338 are available to purchase additional enhanced services
in the current fiscal year (Project Year 2). Approval of the recommended action will allow DADS to use the available
grant funds in the current fiscal year to purchase the services listed below for Dependency Drug Treatment Court
participants.
Mentors for Mothers - $28.288. For the past several years, DADS has contracted with Santa Clara Juvenile Defenders to
operate the Mentors for Mothers program for DDTC participants. This current Agreement for Services will be increased
an additional $28,288 to expand the Mentors for Mothers program. This increase will be used to hire one new Mentor
Mom and one new Mentor Dad, to introduce an explicit focus on better preparing participants for transition to life after
DDTC.
Ancillary Legal Services - $10.000. The existing agreement with Santa Clara Juvenile Defenders - Dependency Legal
Services will be increased by $10,000. Dependency Legal Services represents most of the mothers during their DDTC
involvement, to help clients resolve issues such as DMV problems, landlord/tenant disputes, credit problems, and
immigration issues. Resolving these outstanding legal issues will help clients obtain and maintain stable employment
and housing, and remove significant stressors from their lives, thus improving their chances of remaining sober and free
from further involvement with the child welfare system.
Other Costs COperating Supplies and Mileagel - $1.144. This funding will be used to cover additional operating supplies
and mileage expenses for the two new mentors.

Bus Passes - $4.906. Bus passes will be purchased for DDTC participants for their travel to service locations.
BACKGROUND
The main goal of the Santa Clara County Dependency Drug Treatment Court project is to reduce the incidence of
substance abuse relapse and subsequent child abuse or neglect. The primary objective of this grant is to expand and
enhance services for clients, particularly during times when they are preparing to transition out of DDTC program
involvement. An increased level of planning, transitional services, and community linkages to meet client's
post-graduation needs are expected to result in increased client stability and sobriety, and increased long term well
being of the children, their families, and the community.
The grant funds are used to address these five specific service areas:(1) client social and emotional support,(2) linkages
to services,(3) ancillary legal services,(4) expanding counseling services not covered under the existing Mental Health
program, and (5) transportation assistance to services locations.
CONSEQUENCES OF NEGATIVE ACTION
Failure to approve the recommended action will leave the grant funds unspent and enhanced services to clients
participating in the Dependency Drug Treatment Court will be lost.
