Approve Request for Appropriation Modification No. 120 - $58,333 increasing revenue and expenditures in the

Department of Alcohol and Drug Services budget.(4/5 Roll Call Vote)
FISCAL IMPLICATIONS

There is no impact to the General Fund as a result of this action. The Santa Clara County Superior Court(Court)
U.S.
received a grant in the amount of $300,000 for the period April 1, 2002 through March 31, 2004 from the
FY
and
Department of Justice, Office of Justice Programs. Of this amount, the Court has allocated $58,333 for 2003 in
the
$100,000 for FY 2004 to fund supervised housing for Drug Treatment Court clients. The funds to be recognized
for
these
FY 2003 Department of Alcohol and Drug Services budget will be used to continue a contract with InnVision
services.

CONTRACT HISTORY

to
The Department of Alcohol and Drug Services(DADS)entered into an agreement with InnVision in June of 2002 nine

provide supervised housing for clients of the Superior Court's Drug Treatment Court. InnVision agreed to provide

beds (seven for men and two for women) at the Julian Street Inn for these clients.
REASONS FOR RECOMMENDATION

The collaboration between the Court, DADS and InnVision has worked well to meet the need of a number of the Court's

clients for temporary housing while undergoing treatment. Recognition of the funds will allow this collaboration to

continue to meet this need.

BACKGROUND

The Court regularly hears cases involving seriously mentally ill people who are dually diagnosed with alcohol and/or
drug addiction (SMI/DD). Early in 2002, the Court informed DADS of the availability of grant funding for housing for
SMI/DD clients. The Court was aware of InnVision's Julian Street Inn, a facility qualified to provide appropriately

supervised housing for this population. The Court was also aware that DADS had contracts with InnVision lor
transitional housing, and offered to fund a new agreement to serve Court clients. On June 4, 2002, the Board approved
the agreement with InnVision for supervised housing.
