Approve Agreement with InnVision relating to providing supervised housing in an amount not to exceed
$50,000 for period June 4, 2002 through November 30, 2002.
Approve Delegation of Authority to Director of Department of Alcohol and Drug Services to increase the
maximum financial obligation of the Agreement up to 15%, to extend the tenu of the Agreement, and to modify
units of seiwicc and contract exhibits, following approval by County Counsel as to form and legality. Delegation
of Authority to expire November 30, 2002.

Department of Alcohol and Drug Services budget.(4/5 Roll Call Vote)
FISCAL IMPLICATIONS
There is no impact to the General Fund as a result of this action. The Santa Clara County Superior Court is funding this
agreement with a $50,000 grant from the Administrative Office of the Courts, Collaborative Justice Courts, Substance
Abuse Focus (Mental Health). The term of the grant award is December 1, 2001 through November 30, 2002.
Funds must be spent by the end of the funding cycle. The term of this agreement is June 4, 2002 through November 30,
2002, The FY 02 appropriation modification is in the amount of$8,333, one-sixth of the $50,000 contract total.
CONTRACT HISTORY
The Superior Court approached DADS with grant funding to contract for the provision of supervised housing for
to provide
seriously mentally ill (SMI) dually diagnosed(DD)clients of the Drug Treatment Court. InnVision agreed

The Superior Court's Drug Treatment Court regularly hears cases involving seriously mentally ill people who areanddually
diagnosed with alcohol and/or drug addictions. These clients are frequently in need of safe and secure housing, the
Court applied for grant funding to meet that need. DADS, the Court, and an established community based organization
are
collaborating to meet the need for supervised housing for this vulnerable population undergoing treatment.
RACKGROUND
On January 31, 2002, the Superior Court informed DADS of the availability of $50,000 in grant funding for supervised
Street Inn)
housing for SMI/DD clients. The Court was aware of one facility in Santa Clara County (InnVision's Julian
also knew that
qualified to provide appropriately supervised housing services for this specialized population. The Court
DADS'contracts with InnVision for transitional housing services at the Julian Street Inn, and offered to fund a new
agreement so the facility could serve the Drug Treatment Court clients.
For the next several months, DADS met with representatives of the Court, County Counsel and InnVision to discuss the
appropriate form for the agreement. County Counsel also consulted with the District Attorney's office(DA)and with the
Mental Health Department regarding the certification status of the Julian Street Inn.
DADS determined that InnVision was the only qualified contractor for these specific services in the County, and that
Julian Street Inn was the most appropriate facility for the client population. However, InnVision had previously obtained
the DA's certification for the Julian Street Inn to provide transitional housing units(THU). The facility's designation as a
certified THU would preclude InnVision from admitting the clients the Drug Treatment Court was seeking to serve with
the grant funding. InnVision obtained the DA's permission to decertify the Julian Street Inn in order to provide services
to this specialized population with the available grant funding.
rONSEOUENCES OF NEGATIVE ACTION
Failure to approve the recommended actions will impact the housing options available to seriously mentally ill dually
diagnosed elients.
