County Expressway Planning Study
The Comprehensive County Expressway Planning Study will serve as a
long-range strategic planfor the improvement and maintenance ofthe
expressways. Appropriate goalsfor each expressway will be developed
based on the expressway's unique characteristics and community needs. The
study's documentation will include identification ofalternatives, measures of
effectiveness, a record oflocalpreferences, operational and maintenance
policies,funding strategies, and improvementpriorities. Thefinal product
will be a long-range Implementation Plan that details the policies, priorities,
andfunding strategyfor the expressway system.

On August 19, 2003, the Board accepted the study and directed
administration toforward the Implementation Plan to Valley Transportation
Authority(VTA) to be included in the Valley Transportation Plan 2020
(VTP2020) now the VTP 2030 that was adopted in February, 2005. This
plan was also submitted to MTC to include it in the Regional Transportation
plan (T2030)
The VTP 2030 is a long-range transportation plan, not a programming

document. The plan provides the range ofoptions available to explore and
moveforward with. This plan does not set any priorities or time schedules
for the included projects to be implemented but establishes theframework
for the VTA Board on key transportations investment decisions.
