Traffic Safe Communities Network in Santa Clara County
Meeting Notes: December 10, 1997

Introductions: Supervisor Jim Beall welcomed everyone and introductions were
made. Dr. Olivas, Director of the Public Health Department, sat in for Dr. Martin
Fenstersheib who was unable to attend.
2.
Overview ofTraffic Safe Communities Network in Santa Clara County: An
overview of the purpose, context and stakeholders for the Traffic Safe
Communities was presented by Dr. Olivas. In addition, the process and structure
were described as indicated by the grant. The handouts distributed at he previous
meeting (first ofthe Network) were reviewed. Staff will distribute these handouts
to those who did not receive them.
A main component ofthe grant is community involvement. This will be primarily
achieved through a mini-grants program which will be developed by one of the
committees.
Five committees comprise the Network: Policy, Outreach and Education,
Assessment, City Partnerships, and Community Grants.

Data Parameters: The planning process is data driven. A primary goal of grate is
to develop a comprehensive profile of the traffic problem in Santa Clara County.
A preliminary matrix of data sources and types was presented. See attachment 1.
It will be up to the members ofthe Network to assist in accessing the data and
investigating opportunities for additional data collection. Members were asked to
forward the matrix to the individual in their organization that would have the
knowledge about the data bases they maintain. They were asked to have these
people fill out the matrix and to return to Public Health.

Preliminary Data: Nhien Luong and Stephanie Gotz, Epidemiologists for the
Public Health Department, presented data on Motor Vehicle Crashes in Santa
Clara County and its cities, as well as hospital discharge data. See attachment 2.
Supervisor Beall requested information on the unincorporated areas ofthe county.
The Public HeaKh Department is a division ol the Santa Clara Valley Health & Hospital System. Owned and operated by the County of Santa Clara.

Of particular interest was the cost of motor vehicle crashes. Figures were
presented that included hospitalizations, other medical costs, insurance, and lost
wages. Members were interested in seeing the data without the lost wages.
Supervisor Jim Beall noted that the Metropolitan Traffic Commission could assist
with access to data banks. A number of ideas about types of data were suggested,
including location ofcrashes, crash worth vehicles, neighborhood risks, etc.

Review of Committees: The five committees were reviewed in detail with
identification of where we are now, where we want to get to, and how we are
going to get there. See attachment 3.
Individuals volunteered to be co-chairs for the committees. The Co-Chairs will
make up the Steering Committee of the network. They include:
