I BACKGROUND
Over 6,000 SCC wards and dependents and 500 AB3632
Speciai Education students rely on the MHD system for
treatment;
Many of these children, referred by Social Services
Agency and Probation are placed out of home in foster
care and residential group homes;
Since l9S0s MHD, SSA, Probation have coordinated care
through an interagency team of placement,
administrative, and program staff currently overseeing
care of up to 500 youth in most intensive services;
In addition, since FY98 BOS has committed significan|||^
resources to ensure that children placed out of home™^
receive needed and appropriate services;
I BACKGROUND(continued)
In FY98/99 the BOS approved a MHD augmentation to
establish a 24 bed sub-acute treatment program
MHD anticipated new CTF program model would be
appropriate:
- 1975 legislation called for an "array of community
treatment facilities"(CTFs)
- 1987 legislature initiated a request for the actual
development of standards for these facilities);
- 1999 regulations finalized and an allocation of 400
CTF beds was approved, with 36 beds allocated to
the South Bay Region;

MJG and Associates, Inc. successfully bid to state for the
contract, and Santa Clara County was selected as the host
county to develop the new CTF for this Region

n. CTF IMPLEMENTATION
ACCOMPLISHMENTS TO DATE
I'
The MHD developed a Draft Concept Paper for the
Santa Clara County Behavioral Health Center for
Youth outlining proposed behavioral health service
components for the County purchase facility (April
2000);
i
The County purchased facility at 455 Silicon Valley
Blvd.(May 2000)and executed a lease for a portion
of the facility with new provider (August 2000);
The MHD successfully negotiated contract with
Starlight Adolescent center, Inc. for new CTF
program and routine facility operation and
maintenance (August 2000);

•ACCOMPLISHMENTS continued.
• Three workgroups were established to facilitate
implementation of the CTF (Legal, Program &
Facilities/Contract), meetly weekly to expedite tasks
(May - September 2000);
• MHD staff and legal stakeholders resolved and
formalized legal issues regarding admission and
medication consents (July 2000);
•> MHD and SSA, JPD, County Counsel staff developed
training materials(August 2000) and held two
trainings for 75 placement workers & others to
educate front-line staff about program and admission
processes(September 2000);
• In collaboration with the County Executive's Office
planned an open house event scheduled for
September 26, 2000.
