Accomplishments in MBEAVBE Policy
• With other members of the Santa Clara County Traffic Authority, Jim has
developed one of the most aggressive MBE/WBE policies in the county.
The Traffic Authority's MBE/WBE goals are 20% MBE and 6.5% WBE.
More than $163.3 million has been awarded to date to M/WBE firms. In

addition, Jim was instrumental in the development of the Traffic
Authority’s DBE Advisory Committee which, at Jim's direction, meets
quarterly. Extensive outreach is done by the Traffic Authority to draw
emerging businesses into the process.
• Recently approved revisions to the city's Minority and Women Business
Enterprise Program. The changes will streamline and strengthen the city's
program to better serve the business community for which it was
established. The revisions include the addition of size standards, detailed

certifications criteria, and an amended bid opening procedure. Revisions
were development in conjunction with the Committee on Minority,
Women and Disadvantaged Business Development, with input solicited
from the minority Chambers of Commerce, UMBE and WCOE.

• Voted to increase the City’s overall MBE/WBE program goal from 20% to
26% in 1993.

• Voted in 1991 to approve Resolution 62800, which requires that project
goals be established on a project-by-project basis with an overall program
goal of 20%. At the same time, the Committee on Minority, Women and
Disadvantaged Business Development was formed.
• Actively supported and voted for "comparable worth" adjustments for
female-dominated classes of employees.
