RECOMMENDED ACTION
A. Accept report back from Administration and approve the following recommendations:
I. Approve creation of an Office of Affordable Housing and direct administration to develop implementation plans
depending upon revenue availability.
2. Consider using up to 30% of the Redevelopment Settlement Agreement delegated revenues for housing purposes.
B. Accept report back from the Santa Clara County Housing Task Force Steering committee and approve the six
recommendations contained within the report, and direct administration to create implementation plans for the Key
Activity Clusters.
The recommendations for the Housing Task Force Steering Committee are as follows:

Publicly Owned Surplus Land -
The County of Santa Clara may lead a regional effort to make surplus government owned land available for the
development of affordable housing, both by committing available county properties, and by creating a context for other
local jurisdictions to do the same.
2. Public Source of Local Financing -
The County of Santa Clara may lead a countywide effort to identify and secure an ongoing source of local public
revenue to support the development of affordable housing.
3. Office of Affordable Housing-
The County of Santa Clara may establish the Office of Affordable Housing(OAH)to strategically coordinate existing
County housing service efforts and to proactively seek opportunities for the County to contribute resources to the
creation of more affordable housing. The OAH will also serve as support to the Board of Supervisors in order to exert
countywide leadership and may bring together multiple local jurisdictions to form a County Housing Commission.
4. Special Needs Housing -
The County of Santa Clara may establish an integrated program to lead efforts in improving the coordination, quality
and development of housing to its special needs clients. A County Office of Affordable Housing can better position the
County to fulfill its service mission, by compiling critical data, disseminating resource and best practice information,
coordinating efforts of existing housing and assistance program, and leveraging County resources for the purpose of
developing more special needs housing.
5. County Housing Commission -
The County of Santa Clara may establish a County Housing Commission(CHC)that would establish a regional dialogue
on housing issues among local elected officials and provide a vehicle to launch collaborative initiatives to address
critical needs. The CHC may include representatives from local municipalities, the County, and other appointed
members at the discretion of the Board of Supervisors.
6. Policy Advocacy -
The County of Santa Clara may reposition itself to be a proactive force in affordable housing advocacy for our region.
By making housing advocacy at the local, state and federal levels an institutional priority of a County Office of
Affordable Housing, the County may lead efforts to enact favorable housing policies and secure additional resources for
Santa Clara County.
FISCAL IMPLICATIONS
1. Potential future costs will become more clearly defined as implementation plans are created.

2. The Steering Committee is reeommending that the Board of Supervisors allocate up to 30% of the Redevelopment
Settlement Agreement delegated revenues towards implementing the recommendations.
BACKGROUND
On December 4th 2001 the Santa Clara County Housing Task Force submitted their final report to the Board of
Supervisors. The Board accepted the report and directed the Steering Committee to refine the recommendations in the
report and develop a feasible action plan for the Board.
From January 4th through March 21st, 2002 the Steering Committee met a total of nine times. All meetings were
conducted in accordance with the Brown Act, were properly noticed and open to the public. County Counsel attended all
meetings and advised the group accordingly. All actions, including the final report of the Steering Committee, were
agreed to by consensus.
The Steering Committee began by reorganizing the work of the Housing Task Force into three major issue categories; 1)
Infrastructure and Organization, 2)Regional Leadership and Advocacy, and 3)Resource Acquisition and Allocation.
The recommendations of the original HTF committees were then organized under one of the above three categories.
Redundancies between committees were eliminated and the remaining recommendations were clarified and merged.
Next the Steering Committee divided itself into three subcommittees to analyze and refine the recommendations further.
A report format for presenting the findings was agreed upon and each subcommittee met several times to produce their
reports. These reports were then presented to the full Steering Committee, and further filtered through discussions on the
feasibility of each recommendation.
The above described work plan has resulted in six sets of highly focused recommendations that stand alone on their own
merits, but also, when considered together, weave a comprehensive plan for County action towards addressing the
regional housing crisis.
