HOUSING TASK FORCE
Jim Beall has always been a strong advocate in the issues ofaffordable housing. He has always been
proactive in the attempts to preserve and provide affordable housingfor the workforce. His belief
was that as our community must creatively searchfor solutions to affordable housing. During his
2001 State ofthe County Address Jim said,
"Santa Clara County is in the grips ofa housing crisis. With the passage ofpropositions6,
the rising number ofspecial needs clients, and the lack ofaffordable housingfor most
residents, the time is rightfor the County to re-evaluate and perhaps redefine its role in
housing. The need has never been greater and the time has never been betterfor bold action
to significantly address the issue ofaffordable housing."
He wentfullforce with his recommendations and goals ofcreating a Housing Task Force in
February 2001. He calledfor an intensive community planning process to craft a Housing Action
Plan. In March 2001 the Board unanimously approved the creation ofa Housing Task Force.
As Co-Chair ofthis Housing Task Force, Jim worked to develop and prepare recommendations
relating to a comprehensive countywide Housing Action Plan. Hundreds ofstakeholders representing
housing advocates, elected officials, business, and labor workedfor several months to identify
barriers and solutions to affordable housing in Santa Clara County.
The Housing Task Force report was accepted in December 2001 and Jim referred 2
recommendationsfor immediate approval. One was the effort to establish a Board Policy (adopted in
FY 2005)where 30% ofthe proceeds comingfrom the sale, lease or a development ofgeneralfund
surplus property will be allocated to support affordable housing projects while 70% ofthe proceeds
are to be usedfor capital improvementprojects.
Jim also led the effort to combine existing housing services into one office to serve as the housing
officefor the county now known as the Office ofAffordable Housing(OAH). This included an
allocation of$18 million dollarsfor housing programs and development ofaffordable housing
throughout the valley. OAH has allocated more than $14.5 million ofthe Affordable Housing Fund
since its inception in 2002. This hasfunded 18 different housing developmentsfor low-income,
youth, seniors and homeless individuals — adding more than 1400 new housing units or beds.
