OFF AGENDA STATUS REPORT - RDA REFERRAL RESPONSE TIMELINES

At the Finance and Government Operations Committee(FGOC) meeting of April 11,2002,
under Agenda item 12 - Accept Report on the Status of the RDA Agreement Implementation,
Joint Capital Project Planning and Financial Update - discussion ensued regarding when

responses would be provided to two pending referrals. During this discussion, we committed to
provide the committee m.embers with an off-ager.T? report, within Fa/o weeks as to when we
expected to provide the responses.

The two pending RDA referrals are one from Supervisor Beall dated June 12,2001 and one from
Supervisor Alvarado dated March 25, 2002. Both of these referrals are in addition to the RDA
standing quarterly reports being made to the FGOC concerning Capital Projects and
Finance/Revenue issues. The referrals are attached.

We will be making every effort to provide a response to Supervisor BealTs referral by not later
than the June 4,2002 Board meeting. If possible, we will attempt to report out at the May 21,
2002 meeting but depending on the time demands of other matters this may not be possible. It

should also be noted, that numerous Financial Reports have been made to the full Board and the
FGOC concerning RDA revenue in the context of capital project discussions and other issues. In
consultation with Supervisor Beall we will attempt to focus our response to issues that remain
unanswered during the interim period from the date of the original referral in 2001 and today.

As to Supervisor Alvarado's referral concerning the San Jose City/RDA Strong Neighborhood
initiative, we along with Counsel,have had meetings with RDA as well as internal staff
meetings. In addition, the County Executive has a meeting set with the City Manager,and the
County Counsel has engaged the City Attorney in discussions. The City intends to adopt the
plan in June and has imposed a deadline for Board action of on or before May 21,2002.

As a consequence,if this deadline remains, we will have the report back, with
recommendations, no later than the May 21st Board meeting. We are also considering a
possible agenda item for Board discussion during the planned Budget workshops the week of
May 13,2002.
