On January 6, 2006, Supervisor Beall and Foothill-DeAnza Community College Trustee Hal Plotkin organized the inaugural meeting of the "Santa Clara County Health Benefits Coalition." The purpose of the coalition was for local public agencies to explore ways to reduce the cost of providing health care benefits while maintaining or increasing the quality of those services for public employees.
