The Comprehensive County Expressway Planning Study was a two-year effort to create a long-range strategic plan for the improvement and maintenance of expressways in Santa Clara County. Goals for each expressway were developed based on the expressway's unique characteristics and community needs. The study's documentation included identification of alternatives, measures of effectiveness, a record of local preferences, operational and maintenance policies, funding strategies, and improvement priorities.
