Announcements by Leona:
-Blue Cross is pulling out of CA counties that have CPP rates.
- Jim Beall, Leona and Bob Brownstein had a meeting w/ Archbishop yesterday.
Discussed getting parochial schools for enrollment, help with parishes for
enrollment, housing discussed too.
AGENDA ITEMS
1. Editorial Boards talking points(Matt)
-Key players to be identified are Blanca and Jim Beall, include PACT and
Working Partnerships.
-Emphasize community involvement
-Intent to involve the private sector
-Need full funding from City of SJ.
-Patty Fisher has received draft of Attachment A of the 12/5 transmittal packet.
-Immigration issue: be direct, ask Joe Rodriguez to write a column on this issue,
don’t anticipate any issues.
-Blanca and Jim won’t be at the Editorial Board meeting, but will be in contact
separately.

-Include a question asking for any child care needs. Go to Prop 10 Commission
for funds.
-Reword penalty of perjury clause on Section 7. Combine the declaration

-Pages 6-7, is there a Knox-Keene requirement? needs to go through Counsel,
delete stuff not needed.
-Do we include the family contribution amount? Yes.
-Add release of information section.
-Work toward having no more than three pages,

The group discussed a number of larger issues, including whether to allow a self
application (mail in). Decided that people will be referred to VCOS Application
Specialist. We are working with/relying upon the ’threshold’ questions, which are
only used by Application Specialists.
The group asked that we re-agendize the issue of those people who do not want to
fill out Medi-Cal or Healthy Families applications but appear to be eligible.
-Discussion about this being ‘Healthy Kids’ product and should be as barrier-free
as possible. Keep that in mind when comparing with the Healthy Families
requirements and policies.
4. 800# Recommendations:
-An 800# for VCOS 1866-885-3655 is available (as are a number of less likable
#s).
-Operations Group wants to retain the existing telephone number.
-Existing system; One staff person answers the telephone over at VHC at
Bascom. Hours of operation M-F 8:30 to 5:00. Margo has had two volunteers to
staff telephones, both Spanish speaking. Pac Bell can roll over to Vietnamese and
other languages for translation and can provide tracking.
-What's the anticipated call volume? Working Partnerships may be able to
provide some volunteers initially. Mixed reviews on estimating call volume,
other types of program launches had different issues and community responses.
Just have to start at a point in time and work from a ‘real time’ position.
-Previous response on Medi-Cal marketing effort was underwhelming. Also, the
in-reach plan is the primary focus at the beginning. The issue is who's going to
staff the phones. We need to be prepared to escalate the # of staff in case the call
volume is high. Roche states this shouldn’t be a problem for VCOS workstations can be established.
-What will the templates be/uses of 800#?

-Group agrees that VCOS will house the 800# and that 5 people will be sufficient.
5. Dec 5, 2000 BOS transmittal
-Contract available today; transmittal downtown tomorrow morning.
-Presentation to the Board: Bob Brownstein, Leona and PACT.
-All should be available to answer questions.
-Be there at 9:30 a.m., will be one of the first on calendar. Wendy Oh requested a
diagram, how it will begin, how kids will be put on one of the three plans.
-Need chart resent on graphics.
6. City of San Jose application (Brownstein)
-11/29 City staff will make funding recommendations. If less than full funding
Bob will receive call. We received a high scoring in ratings scale.
-$15 M requested for $5 M available.
-After recommendations, a week passes, a recommendation goes 12/19 to full
City Counsel. This is performed through the CDBG Committee.
-Future funding will be revisited in spring, with different elected officials.
-If City were to not fund the initiative, PACT will put an initiative on 2002 ballot
to allocate Tobacco funds to insurance plan.
7. Marketing Plan (Leona)
-Butler has met with Barnes and he will begin to work with the subgroup.
8. SSA Coordination (Roche)
-Meeting w/ Patrick and Deloitte & Touche tomorrow - cost of consultant
engagement is $200k, so we should ask a Foundation to pay through start-up
costs.
-Roche presented a handout of Consent to Release Information draft language
and will work with counsels on it.

-Met with CHP. Reported Rhonda’s collecting unsponsored population data for
community clinics, give to Margo Wednesday.
-CHP will be collecting all names, addresses, and contract information for
'in-reach' efforts.
-Issue; how to handle confidentiality between non-county entities?.
-GFHN is attempting to get names of clinics and physicians in community.
-Where will the Application Specialists be on-site in each of the clinics on
1/2/01? A plan for site determination will be made using existing data sources
(so, they will not be at every site).

-CHI presented 11/30
-Vote on County contract, Leona can’t sign final until then.
